Here's the explanation I have as a copy&paste answer:
Explanation of the MODE select box:
Basic = No help is given. When a format button is clicked, the Forum Codes are put into the message field.
Help = Some help is given. When a format button is clicked, an explanation of the Forum Code is given, nothing is put into the message field.
Prompt = Full help is given. When a format button is clicked, a javascript prompt pops up where the user can enter the information. Upon clicking on the OK button, the correct text and it's formatting is inserted into the message field.

To see the effect, change the mode and ten click the little icons on top of the message creation window.
