Here's the explanation I have as a copy&paste answer:
Explanation of the MODE select box: Basic = No help is given. When a format button is clicked, the Forum Codes are put into the message field. Help = Some help is given. When a format button is clicked, an explanation of the Forum Code is given, nothing is put into the message field. Prompt = Full help is given. When a format button is clicked, a javascript prompt pops up where the user can enter the information. Upon clicking on the OK button, the correct text and it's formatting is inserted into the message field.
