There is an "E-Mail all members" MOD floating around (a quick search should at least turn up the link) that will let you e-mail all members who have "Allow Forum Members to Send you E-Mail" enabled.
Small piece of advice: If you did not get prior consent (like in your policy or some other means) you could be considered to be spamming. Its a rather fine line since having "Allow Forum Members to Send you E-Mail" enabled would indicate that they are o.k. with receiving e-mail from forum members... but you may want to re-think why you are doing it. If this is something that everyone really needs to know there are a multitude of other ways to notify active visitors.
Another bit of advice, if you are using your hosting co's email service they quite often do not allow mass mailing and if you do it they can close your account, so unless you are using your own mail server I would check your hosting co's T&C's.
