Download a copy from here, find a host that will support ASP and allow you to set up either (in no particular order) an Access Database or an MS SQL Server database or a MySQL Database, and read the readme.html file in the zip file you downloaded and follow the directions. They are reasonably simple, and if you have problems, just post here.
Just do us one big favor, search before asking. Odds are pretty good that the problem has come up before. (Though strange things have happened...)
