I have a newsletter set up with a different software package that I use for newsletters. I only use the email all users for major announcements. I have only used it once in the time that it's been installed.
Even with major announcements, you're going to PO people who have not signed up to receive them. What I'd suggest is that you give people the option to sign up to two different mailing lists, your current newsletter one and one for such major announcemnts. Be sure to outline what these major announcemnts might contain. We're currently doing the same, one list to receive news, offers and competitions by e-mail and another to receive notification of policy updates, etc.
