Hi,
I have a question that I hope someone here can help me find the answer to. Also, I hope this is the correct board to post this on.
I am looking for #1: a copy of the Terms of Service that each forum has to comply with to stay in operation, and #2, who to contact in the event that I find something that violates the Terms of Service.
I appreciate the time you all will spend on this, and I thank you in advance.

You'll find a copy of the GPL that Snitz is released under in the zip file containing the forum files and the requirements to comply with that license also appear as comments at the beginning of every Snitz file. Basically, anyone using Snitz must retain the meta copyright tag as is and either text or image link back to Snitz, unedited.
If you have found a siet which you believe is in violation of the Snitz license, you should contact one of the copyright holders who are Richard Kinser (RichardKinser), Huw Reddick (HuwR), Michael Anderson (reinsnitz) and Pierre Gorissen (gor).
