I know there's a mod somewhere that creates an icon which members can click and it'll show them all the staff members; admins, gmods, mods.

I searched but I couldn't find it.

It has to be for 3.4.03.

So, this will allow my members see my moderating team?

I assume there's more that I have to do than to simply upload this file to my server...

As far as i know, just upload it as about.asp and then goto the page and tell me what you see.
It should list your Admins and Moderators

Wouldn't I have to add something to my inc_header.asp as well? I'm trying to create a link to that list, not just have it posted at random.

Somewhere near your menu code in your header, just add the link for your staff.
Something like,

Response.Write	" | <span class=""spnMessageText""><a href=""about.asp"" target=""_self"">Staff</a></span>" & vbNewLine
