How would I go about adding a notice that "cookies are necessary for the forum to work" message to the login screen?

It currently displayed on the policy.asp page 4th paragraph when a new user starts the registration process. You may want to bold it!

I see that part. But, as you know, users rarely read the fine print (or any print!). Where can I modify the login page to remind them?
