Now, There is no "Referer" or "response.redirect" to come back to Compact Database

Just try, in Admin Section, Archive Forum Topics , try to Compact Database, you will see this bug

what does down.asp have to do with the compact database page

Because you need to shut down the forum before compacting the database, quote from admin_compactdb.asp:

You will have to CLOSE the forum while the database is being compacted.

Current Status of Forum:
Open

Click here to close the forum before you start.

I don't see this as a bug though, you can get back to the Compact Database with 3 clicks after you've closed the forum.
