suppose i sdmin/moderater of the forum,how can i make sticky my post.
2nd what do u mean by locking a forum,id it mean that any one can not submit any post in it.

First you have to enable it in Admin Options -> Feature Configuration -> Allow Sticky Topics -> On
Now you can make a topic sticky by either
- clicking this icon: on forum.asp
or
- when submitting/editing a topic check the checkbox at the bottom of the form that says "Check here to make this topic sticky".

Noone except admins can post in locked forums.
