"First go to Admin Section -> Feature Configuration and turn "Allow Topic Moderation" ON.
Now you'll have to edit each Forum where you want topics/posts to be approved and choose the desired option in "Moderation" (No Moderation, All Posts, Topics only, Replies only)."

ok. i have topic moderation on. but im not quite sure about how to do the second part. i dont see those options anywhere. i know im missing something...

When logged on as admin, on the default.asp click the "Edit Forum Properties" icon () at the right side of the forum where you want to change the moderation settings.
Now choose the moderation level from the "Moderation" dropdown box.

You should have a moderation drop-down between the moderators list and the auth type drop-down. If you haven't, check again Admin Options -> Feature Configuration, to make sure it's set to On.

No, edit the category properties for the category that contains the forum you want moderation. One of the properties is to allow moderation in that category.

Change the Moderation dropdown so that it is allowing moderation in that Category.

Then, go into the Forum properties for the forum where you want this and you will see a new dropdown for moderation. Change it to Original posts only moderated.

Then, when people post a new topic, it will not appear and you can delete the post, informing the person that they are only allowed to reply to existing topics.
