Now we're getting somewhere. The forum is being hosted by that same company, which means that the permissions we've been talking about, need to be set at the server where your site and forum are online, not on your computer. Hope you understand it now.
So you need to talk to your host and have them grant read/write permissions on the folder where you have the database file in your host's computer, to the anonymous internet user. Just tell them this and they'll understand what I'm talking about.
