Including the quick reply MOD is a great idea. I don't see anything wrong with it the way it is. It's simple and to the point and less server overhead than loading another reply page for those who either know the forum code or don't need it. With the flexibility to turn it on/off, each site admin can determine whether to use it or not for their site.

It's a shame signatures aren't included by default though... It doesn't matter what I set the select box on the profile to (yes or no), the check boxes won't be checked anyway
