I currently have permission problems with the message foum, it wont allow writing to the database.

Until my host sorts it out is it possible to have the message forum on my domain, but the database on another fileserver like Brinkster for example?

What would I put in the config.asp file with respects to the location of the database if it's at www14.brinkster.com/angeldeelite/db/snitz_forums_2000.mdb?

No, it is not likely you will be able to do this.

It is possible but requires special setup which you are unlikely to be able to get.

something like this should be sorted out pretty quicly by your host.
