Does anyone know if there is a MOD which allows an admin to upload a picture (something like thumbnail size) and text into a forum together?
Perhaps similar to posting a regular message except instead of having the following options one more could be added:
Format:
Subject:
Message:
With the additional option the options would be:
Format:
Subject:
Picture:
Message:
If this is at all possible, please help me find the way.

why don't you use the image tags in the message body for that?
like these: [ img ] [ /img ] (but without the spaces of course)

or you may do what HuwR made for bug forums, bugform.asp
it can catch the value for a spesific field and add it into to messahe body with [ img] - [/ img] tags

Is there a way to upload an image from a person's hard drive?
For instance, if a person gets an email message about a news event but doesn't know HTML or doesn't have access to their own website account, is there a way to where they can upload the image while sending the message in the Snitz forum?
Thanks for the img tag, I didn't even remember that option!

it's not avaible now, but in Huwr's Modded Snitz forum, it's already built-in to the site.
