To be able to make a member a moderator you need to change it's member level to Moderator, by editing its user profile.
Regarding your last question can you be a bit more clear please? Not sure that I understand what you mean...

Thanks again,ruirib .
What i mean is,is there any way to edit a certain person's title, for instance, instead of plain old Moderator in white, can i change that person's Moderator title to blue, but the other moderators title can still be white...that is my question..

I don't think so. You can have personalised titles but the colors for the title are the same. Obviously you could change some code to have specific settings for a given member ID, but it seems to much effort for so little gain.

Well. . . . you could make the title blue if you didn't mind diving into the database and doing it manually. . .
