i know it's inc_top.asp but where can i put the code?

You can add a cell between the one with the forum logo image and the cell with the nested table that has all the logon stuff. Each one has a width of 50%. Look for those in the code at the top, slap one in between and there you go. But one thing I hear a lot from Marketing is that white space is goooooood.

I have it on good authority from my brother (3D animator/Grahics designer for Lion TV) that white space is baaaad.

I dunno, my first publishing experience I was editor and chief of my school annual my freshmen year of high school.
When publishing on pages witespace is GOOOOOD!

It depends on your view on white space. Is it white space or is it space that doesn't have anything on it? In the first case it's BAD. It's boring. If it's just empty space, it's GOOD. It can show the background color but show that you didn't try and put as much text/images on the page as possible and makes it easier to read everything. It also helps you get a better overview of the page.

I'm always a little cautious of "authoroties". The guy who was supposed to be "the internet authoroty" in the Netherlands has seen all his online companies go bankrupt within half a year and everything he said was wrong. That's just one example but there are many many more.
Anyway, white space is good, if used correctly, but as I said, if it's just white and the rest of the page is filled it's bad. So it depends on the rest of the page and what kind of white space you're talking about.
It's true that tests have shown that white space is good. That is, as I said, because it enhances readablitity and gives a better over-view of the page.
