Broken strings in JA message reply from ADMIN

After registering as a new user, a registration confirmation reply from ADMIN in JA (UTF8)is showing broken...and missing some chars.
Tried as an additional new user, the same. Is char string handling field currently set in the forum adjusted or to accommodate different encoding/char sets (like doublebyte etc?) properly?

(Believe this is 4.0b03 multilingual enviornment at Dixon)

Yes we cannot deal with utf-8 (or any other double byte) formatted strings as we do in single byte charsets.

Are you sure that it is not because of the e-mail component which is not configured to send in utf-8?
