As far as I know, there is only one Dutch Lang. file, in the Snitz internationalization project. Read what Fatum wrote about it in this thread. It has been done under his the supervision (Belgium), and others like me (from the Netherlands) shared in it. No reason to get exited in this case.

FYI: I'm using this link about info on LCID's in Win XP: http://www.microsoft.com/globaldev/nlsweb/default.asp
I think, all these LCID's are worth to consider. Cultural/political differences/problems are out of the scope of this forum. There was also another topic in the past on country names (for non-existing countries), and the finishing idea presented there was to add a free input field in the country names also (I will search for that topic).
As you know, I cannot check the translation quality of a language pack in any way, and need the support coming from you  . But don't forget, that the initial idea was to leave the langpacks free for customization, so one can even form a forum with different accents in a country.

I completed the Identify/Compare part of the LangPackManager. As most of the packages did not comply with v4b03.003, I will post the automatically generated results here for you to check. The following is JUST TO TEST THE RESULTS of the LangPackManager. It can be that LangPackManager is working wrong.
Versions indicate "best match".

1041 (Japanese)
This file did not pass the test initially. As the software is not mature yet (v1alpha001), the language files had to keep the original format. That is:
languagevariable = "translated string" '"original string"
The problem was caused by eliminated spaces. I corrected all of them, and ended with the following result. Please check it carefully, because the file is Shift-JIS formatted and VB can have problems with it.
Tested file has 1957 variables
4b01: 915 variables, 36 missing, 1078 new, 874 different contents
4b021: 1948 variables, 6 missing, 15 new, 1924 different contents
4b03: 1954 variables, 12 missing, 15 new, 1925 different contents
4b03.003: 1972 variables, 16 missing, 1 new, 1938 different contents

BTW, just recognized a unclear terminology:
"Deleted" means that you had to delete these to make the file compatible.
"Added" means that you had to add these (and translate) to make the file compatible.
Also notice that I cannot make comparison in terms of language variable contents changes. Because I don't have previous complying versions of your language files.
