When a user posts a message, after hitting submit or sometime before showing the post form:
Remove from the subject all words that exist as common words in a new table. Perhaps "_CommonWords". Examples "and, or, not, also, hello" etc.,
Execute a search on the site using the new Subject as the search terms.
List possible matches with the links target being set to _Blank so they pop up a new window with the matched link.
Ask the user to verify that none of the listed results are a duplicate of what they intend to post as a new message.
This would be especially useful for "Suggestions", "Bugs", etc.,
Perhaps the Admin could set the "Pre-Post search" for each forum as either Forum Only or Global search or NO search (for general discussion forums).
