if you want to use the fulltext searching (as here) you will need to apply the createindexes sql script, and create the fulltext catalogue for your specific database. Then you are probably using the server that it is hosted upon to browse with. From here, your original link results in a 404 page and the version I posted allows a download.
Well, I'm using Firefox ... but the link I posted points to http://forum.snitz.com/download/SnitzSQLSearchMod_i.zip when I right-click it and copy the URL. Your link points to this: http://forum.snitz.com/forum/\download\SnitzSQLSearchMod_i.zip - and that tells all of my browsers (Edge, IE, and FF) that it just doesn't exist. Edge converts the backslash into a second forward slash, but the other two browsers leave it alone. Regardless, none of them can find the file. All three DO find the file with the link I posted.
The only one that gives me a problem is firefox, IE, Edge and Chrome all work fine with either yours or my links
correct link should actually be /download/SnitzSQLSearchMod_i.zip it doesn't need the .., it would then also work correctly from the mvc url whereas the .. doesn't due to a different relative url.
