I have the email for the site turned on but the option for subscriptions is not displaying in the header/menu nor is it an option to allow members to subscribe to topics or forums when I create a new forum. 
Any help will be greatly appreciated!

| Under the admin control panel, look for forum features. In that file, under the General Features heading, there is the subscription options. Make sure it's turned on to whatever level you want. |
