All of a sudden I am unable to see or created a Topic. Can anyone give me any suggestions about what has happend and how I might fix this?

I have learned that a user that was setup as an administrator tried to delete sticky post prior to all of the Topics disapearing. |

Have you made any changes recently? Installed any MODs? Had the server reset or changed?
Stuff like this doesn't usually happen "all of a sudden"... |

No, there have been no changes other than the sticky topics being removed. |

You are unclear in your post.
Do you see a "New Topic" button or link at the top of each forum you visit or each topic you read? If you do, what happens when you click on it? Do you get an error? If you don't, are you logged in?
Are you the only administrator or are there multiple admins? If there are more than 1 admin, maybe one of them made some changes in the settings. |

I am the only administrator that knows how to do anything other than to delete post and such. When I am logged on, I can not see the "New Topic" button at all. There are no topics to read at all.
The link to the forum is below. I have setup a user account named WebGuy and the password is aaok. I don't have any reservations about putting this information on here as I will delete the account after we get things fixed.

I see the new topic link just fine.
Have you tried logging into the WebGuy account and see if you see the new topic link? |

Well, share what you did to solve it, in case someone else has a similar problem, they can try the same solution.
BTW, why not use 3.4.07 version? I see you are using 3.4.06. |
