The password cannot be decoded. Whatever Db you are using surely offers export data options, but without further info it's impossible to offer any other advice.
As Rui says, there is no way to decode the password. You should be able to use all of the other member data (username, email address, etc.) if you need to export it. What exactly are you trying to do ?
