how do I change the color of the Horizontal Rule? I would like to make it solid black.<

Add the following to the CSS found in inc_header.asp adjusting the height accordingly:
hr{
 background:#000;
 border:0;
 color:#000;
 height:1px;
}

Sorry I'm not sure what I'm looking for can you give me a line number. Also will this change all HR like the ones around quotes?<

The CSS starts on line 259 of a clean inc_header.asp. This edit will change the colour of all <hr />s in your forum, including the ones between the icons and the post, between the post and the (dynamic) signature and surrounding the quotes.

You would have to use the SPAN attribute if you just want to change one <hr />.<
