Users can send e-mail to me, and I can send e-mail to users, but users can't send e-mail to other users. No error messages (in fact, the user gets a message that the mail sent successfully) and no delivery errors; any idea where these e-mails might be going?

I'd say it looks like a relaying issue. Maybe its better to talk to your host about it.<
