Isnt "M_LEVEL" in the members table show what level of user they are? I was looking in the database and its letting level 3 "Moderators" do admin stuff in the admin section. is this right? i dont remember every seeing anything to allow moderators to become admins

I think you are getting M_LEVEL and MLev mixed up.

there are three M_LEVEL's 1,2 and 3
1 = Normal member
2 = Moderator and
3 = Admin

where as mLev there are 4 levels
1 = Author
2 = Normal
3 = Moderator
4 = Admin
