Hi!
Suddenly, when members of my forums reply to a post, they aren’t able to view the options like “Insert Image” “Quote”, “Fonts” B, I, U, S size and color. Actually the entire FORMAT section is missing
when replying. What should I do?

check under Admin Options | Feature Configuration and make sure 'Show Format Buttons' is On

Thank you! But the "Insert Image" Button is still missing in the Format Options!

Is "images in posts" in the same admin section turned off?

I would generally recommend checking what every option in your admin config does
