In respect of your forum it is not correct, as the publisher of the website you are lable for all it's content, it is the webhost/isp who is exempted under uk law, not the owner/publisher of the website.

pretty much yes, since you can't explicitly claim lack of responsibility if the law says you are
If you have no admins or moderators then you can just about get away with it, but you would be safest removing all TOPIC edit/delete responsibilities from the admins/moderators then you can safely say that you are not responsible for the content. If you so much as edit/delete a single topic or reply you can no longer disclaim responsibility as you are then actively monitoring content which makes you responsible for it.
Probably a better strategy would be to state that the content is user generated and not monitored. If you are then made aware of a defamatory post then it would be in your interests to remove it.
