Is their anyway that as an Administrator I can create Members, or is the only way to have members is to have them Register?

If that is the case, is their a way I can set it that only the Administrator can register new users going through the registration process?

If you disable registration then nobody will be able to register. To then be able to register members as an admin, you will need to edit register.asp to add a check for your mlev to the if statement.

You can just click on the register link and register them yourself.

Thanks, for the input. I will have to do what Shaggy said because I don't want the link to show up to anyone but the Administrators and only allow the administrators to register new users.

Why do you want to register new members yourself when all you have to do is set up the Main Forum Configuration to Require Registration. That way when someone registers, Admin then have to approve or delete new applicants.
Have a play around with this, easier though if you have a second email account you can use for the test account.
Also, how are you planning to attach new members if they can not register with all their details?
