 What does the closed padlock symbol mean ?

What does the closed padlock symbol mean ?

I assumed that if the padlock is closed, it meant that the member was currently locked, but if that's so, I'm getting the wrong message, because when I click a closed padlock, I get a pop-up message saying "Lock Member NOTE: Only Administrators can lock a Member."

Similarly, when I click an open padlock, I get a pop-up message saying "when I click a closed padlock, I get a pop-up message saying "Un-Lock Member NOTE: Only Administrators can un-lock a Member."

I wondered if t might be that my site is working correctly, and that I've somehow got the padlock symbols switched round;
OR whether the padlock symbols are correctly displayed, but my site is not working correctly.

the closed padlock in the rightmost column means you can lock the member (ie they are currently not locked)
the open padlock in the rightmost column means you can unlock the member (ie they are currently locked)
