Is it possible to make a forum where the Admin is the only one allowed to start anew topic? All members should be allowed to read and reply to topics.

have v.3.4.xx

No way straight out of the box, but you can set up all categories to allow moderation and then set all the forums to moderate only the topics and it will work as you want, even if you may need a bit of work to reject all the new topics posted by others.

There is a mod that works well called Posting Restrictions.

It would allow you to do what you want.
