Topic or post? If its a separate topic you edit the first post in the topic. If you want to move the second post in the topic, you'll have to install the Split Topic MOD.
This mod allows you to move replies from a topic, into a new topic. Very helpful when users in your forum go off-topic.
This mod will NOT move replies from one topic to another topic.
That was what I thought you had wanted... but if you were wanting to move the reply from one topic to another topic than Hermes is right, you'll need to split then merge.
