I am trying to move our forum to a new server.

Last night I closed it but somehow it keeps turning back on! How the heck do I REALLY close it?

edit your config.asp and comment out the connection string for the db

You can add these two lines at the end of config.asp, just before the closing '%>'

Application(strCookieURL & "down") = true
Application(strCookieURL & "DownMessage") = "Pick the message you want to leave for your users"

This will ensure that the forum will stay down until you remove or comment these lines again.
