I've been a member of a forum for two years, www.968.net. Well, the site is under attach with spam, but the we have been unable to contact the administrator for any security help. Is there anything members can do to fix the problem?

No, there is nothing members can do, other than emailing the admin or the forum moderators.

By the way ; the forum there does not look like a Snitz forum ; it's 'Burning Board', by WoltLab GmbH.
