When we click on the mail member link we are getting a pop up window without the mail form in it.

If we link directly to the page like http://www.fwas.org/forum/pop_mail.asp it works but if it has the member id on the end of it it will not. http://www.fwas.org/forum/pop_mail.asp?id=1

Any suggestions on how to fix this?

You need to enable and setup the email function of your forum before it will work!
