I looked up how to set up a privtae forum, but I still don't understand. I have the configuration right, private forums is turned on. So where do I set it to members only, hidden? When I go to create or edit the forum, the only options I have are weather or not to allow moderation. If there is another place to edit the forum, where is it?

Seems like you're trying to edit the category, not the forum. Try clicking the edit icon a "line" below...
