What does “mark up their posts with safe codes” mean?
By turning off Forum Code, you can allow users to “mark up their posts with safe codes”.

What is the best or standard size to make my Page Background Image?

What does “It is not good to have your Forum and your Database in the same folder” mean?
I have all of the forum files in one folder so,
How can I tell if the Database is there? And if so, how do I separate them?

Can I add some of my own “smiles” icons and make them available (or supported) for use in the body of a message and emails? If so, do I simply put them in my “Images” folder? Also, if I can add in my own icons, can some of them be motion gifs?

It means that HTML tags are not allowed, just the forum tags. So you can format your text with the stuff forum allowes and converts into HTML; but you can't insert potentially harmfull stuff like scripts.

No standard size; depends on what you want out of a background image. Best bet is to make it and try it locally to see how well it tiles.

Your host should tell you where to put your database. It is usally in a more secure folder that prevents nasty stuff like direct downloading the database.
