As an administrator can I subscribe users to the board? I know that I can unsubscribe users but can I subscribe them? The user base is a lot of un computer savvy Exec's and the easier I can make it for them the better.

You probably can do this - you just need to figure out what needs to be written into the scubscription tables to make it happen. It isn't default functionality though.
Be careful with that. I know on my board if someone subscribes to a thread twice they get 2 emails and it shows twice on the subscription list. Enabling it by default would be bad. Every post in a thread would result in an additional email.
Also, if you go to delete one of multiple subscriptions, it deletes them all.
