I want to shut down my forum temporarily so that I can post a message that all users of my forum will see.
So I've gone to admin options, then shut down the forum, then I type in a message and then click stop the board.
However, after doing this, I noticed that someone posted in the forum just a bit later. And not only that, but they responded to my message that I posted on the "closed" page. So they had seen the message, but they were able to post anyway.
So I went back and visited the forum, and indeed, it was running again. So I did the same thing, then went back a few hours later, and it was running AGAIN!
I'm not sure what the heck I'm doing wrong, but right after I shut it down and then visit the homepage, I get the message that the forum has been "shut down by the administrator." But when I go back to it later, it's running again.
What gives?

Actually, I'm not visiting the forum; people are posting in it (I'm subscribed to the entire forum). So then I think, "how could they be posting? I've shut it down!" Then I DO visit, and indeed, there are new posts,and the forum is up and running.
I have shut it down for the third time (last night) and this morning it is running again.
