E-mail validation problems

I seem to be having a problem with the E-mail validation. When it is turned on, and someone wants to change their email address it is suppose to send a validation message, correct? Well, no messages are being sent out, therefore, no one is able to change their address unless the validation is off. Any way to fix this?

Do other email functions work? Like send email to poster, for example?

I sent a message to myself through the email poster link, and yes it did work.

Aren't you using an email from the same domain as the server you're using? Can you email someone from outside that domain?

I sent a message to my yahoo account. one with the validation on, and one with the validation off. both went through.

I see no explanation for that, then. If you want me to have a look, you can create a test admin account and email me the data.
