Is there a way in setup to do this? We are having problems with users flaming each other, and want to migrate to a completely moderated forum.

I can't see a way to do this in the admin options?

In admin options, Feature Configuration, set Allow Topic Moderation to On. Then edit each categorie's properties, to have moderation enabled for each of the categories. Finally, edit each forum's properties, and set the desired moderation level.

How do I do this.

Then, How do I approve the post so that it can go live?

Does only the admin see the posts until they are approved?

It's in the FAQ page. Configure the categories and forums and post a test post (but not as admin or moderator) and then login as admin, and you'll immediately see the posts to be moderated, either by visiting each forum or (better) by visiting active.asp.
Only admins and forum moderators (for the posts made in the forums they moderate) get to see unmoderated posts. The post author sees it as well.
