1. I would like to add a text line (or image) to the top of the main forum page reminding users to keep cookies enabled. (Many of my intended users will be unfamiliar with how to use a forum)

2. On the registration form, the default selection for "Allow Forum Members to Send You Email?" is set to "Yes". I discovered that since I am not using email support, this setting determines whether their email address is visible. I would like to add text in the registration form (inc_profile.asp) to the blank area near this email question to say something like "Select "No" to keep your email address private." How would I do this?

Line 82 - 85 ish

you can change the current phrase, or maybe add a note affter the dropdown box.

if your editor doesn't support line numbers, search in the file for ( ReceiveEMail )

by the main page, do you mean, only the first page?

where?? next to the logo?? or in the menu area? you get the idea

Yeah, something that would remind people to turn cookies on so I don't get angry emails that my forum is not working. I thought having it on the default page would be sufficient.

inc_header.asp

about line 360

or search for ( name=""SavePassWord"" )

gives you the code next to the save password check box, when the user is logged off.. ie not logged in, or cookies not enabled.
