My forum posts are arranged in descending order. However, my most important "Sticky" topic won't stay at the top when I add a second sticky topic because they are arranged by date.
Is there a way to overcome this and make my most recent "Sticky" topic appear second on the list of sticky topics?

There is only one statement retrieving the topics from the database, which means that sticky topics are ordered in the same manner as the non-sticky ones. To order the sticky topics differently, you would need to use to statements to retrieve the topics: one for the sticky ones and the other for the rest. Though that is not a difficult thing to do, it needs care and it may give a bit of work.

Yes, I would need a ton of help. Presently, my method is to delete the old sticky, then repost it after the new sticky, so that the new sticky sits on top.
Asking me to conduct the modification necessary to make this happen is like asking a man with a sledge hammer to join your orchestra. Pretty hopeless. . .

Another way to do it would be to use integers for sticky topics instead of just 0 or 1, i.e. a topic with a T_STICKY value of 2 would always appear above one with a value of 1. There used to be a Top Sticky Mod many moons ago for v3.3.x that did something similar - don't know if it's been updated, though.

A search produced no results. I couldn't find it on Snitzbitz either. I sounds like you have an idea on how to modify it. . .can you elaborate. . .I think it would be useful. Thanks. . .

Off the top of me head?
Change the sticky topic checkbox on post.asp to a select menu with giving each option incrementing values from 0 (for a normal post) to as high as you want. You can have the dropdown itself display anything you want, maybe differing levels of priority.
You'd then need to modify post_info.asp so it picks up the numerical value of the selected option and inserts it into the T_STICKY field.
Finally, you'd need to modify pop_open or pop_lock.asp to allow you to change the priority of a message and chnage the links on forum.asp accordingly.

Sounds more difficult than it is; give it whirl (backing up before you do, of course ) and if you can't get it, I'll get the exact code changes over to you - don't have time to do them right now.
