i want to set one admin to forum who contorl the administrative functions
and the other members be either normal members or moderators only.
i need to know where the M_LEVEL value that determind the member level
change ( in which files the M_LEVEL value will change).

There is no need to change the M_LEVEL anywhere. All that you need is to edit the member's profiles for the members you want as moderators and set the Member Level (at the bottom of the right side of the profiles page) to Moderator.

And then assign each moderator to a forum by editing the properties of each forum.
