Is is possible to give FTP access (port 21) to a single user from a single IP address ? If yes, how.

Yes, I believe you can block all addresses access and allow just that particular IP address. It's in the settings somewhere there.

But what if they do not have a fixed IP address? It is still possible. You need to create a user account and assign permissions to the website they have permission to then in IIS also assign the permission in the Directory Security area. I have it here for a couple of users.

I would assume it is not possible because IIS doesn't know when thier IP changes. About the best you could do is put in a range of addresses.
