Hi People, i dont see this bit anywhere in the admin section: any ideas please?

They are not in the admin section. You have icons for those functions (category, forum) at the rightmost part of several pages (default.asp, forum.asp, active.asp, for example).

your not logged on as the Admin with Admin rights.

Think the best bet would be to start fresh with a new DB.
