they are out there (well PPM - pay per thousand, are, per impression - well ive never seen any.) but they're few and far between, and the ones ive found in the past have a lot of restrictions on where they can be put - forums aren't allowed on any that I've found. i havent seen any international/US ones recently, id guess your best bet would be googling 'ppm', 'impression affiliate' or something like that.
