Apparently my ISP decided to do some maintenance last week and so it kept on going down. I've just logged in now so it should be okay from your end as well.
Everything seems correctly configured. I posted, so user joe should have received a notification. Can you check whether he got it or not? You should be aware that posters do not get notifications on their own posts.

Yes Joe did receive it but that was because he was subscribed to the forum. I've changed Joe's subscription to "Subscribe to the board" and retried it and it worked - which is good news - but still leaves me wondering why it wasn't working earlier.
I will continue to keep an eye on this and if I can reproduce a setup that doesn't work I'll post it here. Thanks for the help ruirib.
