The current plan I have does not allow for asp.

I currently have a phpbb that I am not too happy with.

I am looking at replacing the forum.

Does anyone have an opinion on IPB or VBulletin?

other than that I don't like the way most people make their phpBB, IPB and VBulletin boards look... no. They're all easy to use and, from what I remember, they have good admin interfaces and lots of options. It's really a matter of testing them and picking the one you like best.

You could run your forum on a free host that supports asp and link to it using frames.
